THE 9/11 COVER-UP COMMISSION:
How the Foxes are Guarding the Chicken Coop

On September 11, while four planes were hijacked and two crashed into the trade towers, while people were burning up and jumping out of buildings, G. W. Bush, commander-in-chief, was in a second grade classroom in Sarasota, Florida reading a story about a pet goat.

He entered the classroom shortly before 9:00 a.m. By his own admission, he knew a plane had hit the World Trade Center. He went on with the photo opportunity any way. At 9:06 a.m., three minutes after the second tower was hit, chief of staff Andrew Card walked into the classroom and reportedly whispered in Bush’s ear that a second plane had hit the Towers. “America is at war,“ he told Bush.

Strangely, Bush sat in the classroom for at least another five to eight minutes chatting with the children. According to one news account, his advisor Karl Rove held up a sign reading: Don’t react yet. Within minutes, CNN anchors had created the cover story about why Bush chatted about a pet goat while America was burning -- he might scare the children by abruptly leaving the classroom.

It’s difficult to know exactly how long Bush stayed in the classroom because the original Booker school film has disappeared from its site. It is clear, however, that even though America was “under attack,” the Secret Service failed to whisk Bush away to a secure location.

Meetings, Meetings, Meetings

In the meantime, in Washington, it was a big morning for leisurely meetings for other top Bush administration officials.

The acting head of the Joint Chiefs on 9/11, Gen. Richard Myers, had a breakfast meeting with Max Cleland in the Senator’s Capitol Hill office. The National Command Center in the Pentagon reports to the Joint Chiefs. Yet, after the first plane hit the Towers more than a half hour after the first airliner was hijacked, a congressional aide had to tell Gen. Myers to turn on the television so he could learn what was happening.

Defense Secretary Donald Rumsfeld was meeting with some members of Congress at the Pentagon promoting the Star Wars program. He told the 9/11 Commission March 23: "Ironically, in the course of the conversation, I stressed how important it was for our country to be adequately prepared for the unexpected.”

Apparently, like Bush in the classroom, the Secretary of Defense continued to sit in a private dining room at the Pentagon while hundreds burned in the World Trade Centers and his own military domicile was about to come under attack.

"Someone handed me a note that a plane had hit one of the World Trade Center towers," Rumsfeld testified.

"Later, I was in my office with a CIA briefer when I was told a second plane had hit the other tower. Shortly thereafter, at 9:38 a.m., the Pentagon shook with an explosion of a then-unknown origin," he said.

Apparently, Rumsfeld thinks a half hour is “shortly.” Apparently, Rumsfeld’s office in the heart of the nation’s massive Defense Department is a communication vacuum without television, cell phone, beeper. Rumsfeld said he went to his office window to learn that the Pentagon was attacked. He has said he went outside to help the victims.

"Upon my return from the crash site, and before going to the Executive Support Center," he continued, "I had one or more calls in my office, one of which I believe was the President."

That was after 10 a.m., nearly two hours after the hijack drama began.

National Security Advisor Condoleezza Rice was meeting at the White House. Undeterred, she continued her meeting even after learning a plane had hit the first tower. After all, it was, according to first reports, only a small plane.

What do these stories tell us? The Executive branch was AWOL on 9/11. It was not a failure of low level bureaucrats but an Executive level stand down.

Now, that is certainly worthy of a high level investigation. Yet, more than a year after Bush and Congressional leaders appointed a supposedly independent Commission to investigate what happened on 9/11, the Commission has failed to confront one high level official in public testimony about his or her activities that day.

Instead, the mainstream media report what pass as stories about 9/11 -- smokescreens about extending the completion date for the final report; who can and cannot see a Presidential Daily Briefing whose content we already know; and banter between counter terrorism czar Richard Clarke and the Commissioners about who could (illegally) rattle the most missiles.

The Chicken Coop

Commission chair Thomas Kean, a Republican, and vice chair Lee Hamilton, a Democrat, promised in a Washington Journal interview on C-Span a year ago that the Commission would answer every question and leave no stone unturned.

At a press conference six months later, Hamilton sang a different tune. When a reporter asked about a causal relationship between the CIA and al Qaeda -- the anointed 9/11 terrorists -- Hamilton, incensed, cut him off. “I don’t accept the premise of your question,” he huffed.

Herein lies the problem. The 9/11 Commission is the Cover-up Commission. The foxes are guarding the chicken coop.

The Commission’s framework is the official story, which is as one military witness put it: “On 9-11, the U.S. was attacked from within by foreign terrorists using planes as weapons.”

The Commissioners have ties with the very parties they are investigating including the CIA, the bin Ladens, and Bush administration officials.

From the day of the attacks, when the Bush administration let the media seed the “official” story, many I’ve interviewed said they intutively doubted that a guy with a long white beard living in a cave in Afghanistan masterminded 9/11 because religious fanatics hate our freedom and Hollywood movies.

From a woman with a young child on a cross country train ride to two-thirds of a theater full of movie goers on the anniversary of 9/11 in Oakland, overwhelming numbers of people doubt the official line.

I’m wondering: How many here experienced that intuitive intellligence in the days or weeks after 9/11?.

When Lee Hamilton, vice chair of the commission, ranted during one hearing last spring about a Washington Post headline calling for a "New Panel, Independent of 9/11 Commission,” I had a pain in my neck -- letting me know the 9/11 commission was a story to cover.

It was that pain in my neck that let me know that a people’s inquiry was the way to promulgate the truth.

A truly independent investigation would examine WHO carried out the attacks. That means examining all those capable of carrying out the attacks, including elements of the U.S. government. To date, the administration has presented no evidence it was Osama bin Laden and al Qaeda.

Remember, Bush and his cabinet could not trust the American people with that information before they rushed into destroy Afghanistan -- again. No tapes. Nothing but an alleged hijacker’s passport which miraculously survived the rubble of the World Trade Center.

Given the number of Freudian remarks at the hearings March 23 -24 -- advisors and officials saying “CIA” when they meant al Qaeda, for example -- maybe the truth is slipping out.

The 9/11 Commission is officially called the NATIONAL COMMISSION ON TERRORIST ATTACKS UPON THE UNITED STATES.

The Bush administration had already written the plot line and these 10 “independent Commissioners” are merely reading the script.

It looks like Karl Rove called central casting and found Washington insiders with so many conflicts of interest, with so much to lose in their high powered jobs, they are guaranteed to play their roles and keep the truth under wraps.

Instead, it is clear the Commission’s report will echo the “who would have ever thought” and bungling federal intelligence agencies that independent researchers long ago dispelled.

Amalgam Virgo 02

Take the air defense hearings May. They resembled a Saturday Night Live episode and would be laughable if the subject were not so tragic.

Many responses and exchanges were ludicrous. They demonstrated the perpetual arrogance, disdain, and contempt the administration holds for the 9/11 families and for all of us.

For example, Commissioner Richard Ben-Veniste asked the NORAD panel about a U.S. military scenario called Amalgam Virgo 02 designed to counter simultaneous hijackings, which NORAD had in the planning stages before 9/11.

Trying to be helpful, Gen. Craig McKinley, who became first Air Force and Continental U.S. Region Commander August 1, 2002, read from a briefing book:

“Amalgam Virgo 02, in general, was an exercise created to focus on peacetime and contingency NORAD missions. One of the peacetime scenarios that is and has been a NORAD mission for years is support to other government departments.

“Within this mission falls hijackings. Creativity of the designer aside, prior to 9/11, hijack motivations were based on political objectives -- i.e., asylum or release of captured prisoners or political figures. Threats of killing hostages or crashing were left to the script writers to invoke creativity and broaden the required response for players.”

Ben-Veniste, who had just read a litany of examples of planes as weapons from the Joint Intelligence Committee’s report, called McKinley’s response, “Fatuous.”

“It wasn't in the minds of script writers when the Algerians had actually hijacked the plane, which they were attempting to fly into the Eiffel Tower,” Ben-Veniste countered.

However, then, Ben-Veniste, often the most aggressive questioner, caved and asked McKinley, "Don’t you agree we could have been better prepared?"

Looking the Other Way

Polite questioning and agreement are tactics the Commissioners use instead of asking tough follow up questions as in this exchange:

BEN VENISTE: Now, General McKinley, is it fair to say that the mission and the primary responsibility of NORAD is to defend our homeland and our citizens against air attack?

GEN. MCKINLEY: On the day of September 11th, 2001, our mission was to defend North America, to surveil, to intercept, to identify, and if necessary to destroy, those targets which we were posturing were going to come from outside our country.

“In fact, that tracks originating over the land mass of the United States were identified friendly by origin. Therefore, those alert sites that were positioned on the morning of September 11th were looking out primarily on our coasts at the air defense identification zone, which extends outward of 100 to 200 miles off our shore. So that was the main focus of NORAD at the time.

MR. BEN-VENISTE: I asked you about your responsibilities, sir, and I ask you again, whether it was not your responsibility as NORAD to protect the United States and its citizens against air attack.

GEN. MCKINLEY: It is, and it was, and I would just caveat your comment by saying that our mission was at that time not designed to take internal FAA radar data to track or to identify tracks originating within our borders. It was to look outward, as a Cold War vestige, primarily developed during the Cold War, to protect against Soviet long-range bomber penetration of our intercept zone.

MR. BEN-VENISTE: Well, I think, sir, that you have used a good term, not good for the United States, but accurate, in terms of the vestigial mandate operationally to look outward toward the borders rather than inward. And as vestigial you mean, I am sure, as a result of our decades of confrontation with the former Soviet Union.

GEN. MCKINLEY: Correct, sir.

MR. BEN-VENISTE: And so on the day of September 11th, as you can see these dots -- I know it may be difficult to see -- NORAD was positioned in a perimeter around the United States, but nothing in the central region, nothing on the border with Canada?

Ben-Veniste held up an 8 1/2” by 11” sheet of paper with a map of the U.S. and some spots on it to substantiate McKinley’s story.

GEN. MCKINLEY: That's correct, sir.

Not one Commissioner challenged this story or asked McKinley about NORAD defense and command centers at Cheyenne Mountain, Colorado, or the Pentagon.

In the current round of hearings, Commissioner Jamie Gorelick tried to elicit an answer from Rumsfeld about missile defense systems on the day of the attack. He hemmed and hawed, and no one else challenged him.

Stalling

The Bush administration opposed forming the Commission. The persistence of a band of 9/11 widows brought the Commission into existence. After stalling, Bush signed the law creating the Commission in November 2002 -- and then stacked the Commission and stalled again.

The law establishing the Commission requires that the members are “prominent U.S. citizens,” knowledgeable in intelligence gathering, law enforcement, and foreign affairs.

Between the Lines

The Commission website gives the official biographies. It is, however, necessary to read between the lines to understand the true nature of the Commission and why it will issue a report that will cover-up what really happened on 9/11.

Oil is at the heart of the conflicts of interest.

Henry Kissinger

Bush appointed the former the Secretary of State in November 2002 as chair. Kissinger resigned in December 2002. Two days earlier, former Senator George Mitchell of Maine resigned because of conflicts with clients of his law firms.

Kissinger is perhaps the U.S. official most responsible for implementing U.S. oil and new world empire policies during the past three decades.

His relationship with oil and banking magnate David Rockefeller dates back to 1955 when Kissinger was director of Nuclear Weapons and Foreign Policy for the Council on Foreign Relations. The Council is one of Rockefeller’s “institutions.”

From 1959 to 1960, Kissinger was director for Special Studies Projects for the Rockefeller Brothers Fund and consultant to the Weapons Systems Evaluation Group of the Joint Chiefs of Staff.

As assistant to the President for national security affairs and secretary of state in the Nixon administration, Kissinger implemented foreign policies that benefited his benefactor, David Rockefeller. Follow the oil and Kissinger U.S.foreign policy into Indonesia, Vietnam, and the rest of South East Asia and into Latin America.

After he left the government, Kissinger founded Kissinger Associates, an international consulting firm. Again follow the oil to find where his business goes -- and grows.

On September 12, 2001, Kissinger wrote in the Washington Post that he was not surprised at the “coordinated attack” the day before. In a comment that garnered little notice at the time, he said, “Any government that shelters groups CAPABLE of this kind of attack, whether or not they can be shown to have been involved in this attack, must pay an exorbitant price.”

Less than a month after this astounding statement, the U.S. attacked Afghanistan with no evidence other than the media and Bush administration telling us bin Laden was responsible for 9/11. There was no evidence that would hold up in a court of law of Afghan/Taliban involvement in 9/11.

There is, however, the Unocal pipeline through Afghanistan that the Taliban either would not or could not protect. Because of that, Unocal and the Clinton administration put the pipeline deal on hold. Now, after 9/11 and the fall of the Taliban, the pipeline is back in business.

So, that is the story of Henry Kissinger, Bush’s first choice to head the Commission.

Thomas Kean

Bush turned to Thomas Kean, who was governor of New Jersey from 1982-1990 and, since 1990, the president of Drew University.

A far better choice, the mainstream media told us. Well, once again oil is the tie that binds.

Fortune magazine reported about Kean’s interesting business partner ­ Khalid bin Mahfouz, aka "Osama bin Laden's brother-in-law."

The trillion dollar law suit some 9/11 families filed in 2002 lists Mahfouz as an “alleged” financier of al Qaeda.

Mahfouz was at one time a business partner of the Bushes.

Kean is a director of Amerada Hess, a huge oil company. Hess is a partner with Saudi Arabia's Delta Oil in a joint venture in Azerbaijan. According to journalist Chris Floyd, Mahfouz, a Saudi, is one of Delta Oil’s partners.

Delta Oil is part of the joint venture with Unocal for the pipeline through Afghanistan to the Caspian Basin.

According to Floyd, Mahfouz also funneled bin Laden family money through a partner to George W. Bush’s early oil venture, Arbusto. Later, Mahfouz saved Arbusto and Bush from failure through a Swiss bank, a subsidiary of the Bank of Credit and Commerce International (BCCI), which Mahfouz also owns.

The CIA used BCCI to finance global "black ops.” BCCI’s heyday was during the Reagan administration when George H. W. Bush was vice president.

In the late 1990's, U.S. authorities identified Mahfouz as a major financier of Osama’s extracurricular activities.

Unlike Kissinger and his direct oil contacts, Kean is only a kissing cousin of Mahfouz, who has somehow managed to be a business partner of the Saudis, the Bushes, the bin Ladens, and one member of the 9/11 Commission.

Kean is also in that circle of influential foreign policy institutions. He is a former chair of the Carnegie Corporation of New York. He is a member of the Council on Foreign Relations since 1991. Then, Rice the current National Security Advisor, who should be at the center of the 9/11 probe, was on the elite organization’s nominating committee.

Kean made headlines in December 2003 when he said that according to what the Commission had learned to date the 9/11 attacks were preventable -- if (lower level) people in the government had done their jobs.

Lee Hamilton

On the Democratic side, Senate Leader Tom Daschle originally appointed former senator George Mitchell as vice chair. When his business conflicts surfaced, Daschle turned to another former member of Congress, Lee Hamilton.

Hamilton is perfect for the job. He might as well be called Mr. Cover-up. He has worked on four high level investigations and is 0-4 for finding high-level government malfeasance or criminality.

Hamilton served for 34 years in Congress. He served on two task forces which despite mounds of evidence to the contrary exonerated then President Ronald Reagan and Vice President Bush in two major national scandals: the 1980 October Surprise and Iran Contra.

In the first, Iran held Americans hostages until after the presidential election. The Reagan-Bush ticket defeated President Carter.

The Iran Contra fall guys were Oliver North and John Poindexter. It is likely CIA/FBI designees will take the fall for 9/11. Hamilton’s committee failed to investigate the roles of Reagan or Bush in Iran Contra much like the Commission is glossing over the roles of G.W. Bush and Dick Cheney in 9/11.

Add to this, Hamilton’s role as a member of the Homeland Security Advisory Council. Homeland Security is big business post 9/11. Citizens for Legitimate Government recently reported that the Department of Homeland Security has made the richest U.S. oil companies even richer, granting them $66 million to protect their refineries since 9/11.

Fred Fielding

Fred Fielding is senior partner and head of Wiley, Rein, & Fielding's Government Affairs, Business & Finance, Litigation and Crisis Management/White Collar Crime Practices. From 1981-1986, he served as deputy counsel and associate counsel to President Richard Nixon in the early 1970's.

He also served as clearance counsel during the Bush-Cheney transition.

The official Commission boo omits Fielding’s recent notoriety. Investigative journalism students at the University of Illinois last spring proclaimed a multi-year investigation proved Fielding was Deep Throat, the source of information about illegal acts dubbed “Watergate” that ultimately led Nixon to resign.

In that White House, John Dean was chief counsel; Fielding was deputy assistant counsel.

If Fielding were Deep Throat and the insider who brought Nixon down, he put into motion events that installed two men --Gerald Ford and Nelson Rockefeller ­ as president and vice president who were not elected.

In 1976, President Ford named George H.W. Bush director of the CIA.

Another Commissioner, Richard Ben-Veniste, made his reputation on the committee investigating Watergate.

John Lehman

Lehman was appointed Secretary of the Navy by President Reagan in 1981 and served until 1987.

He was a staff member and special counsel to Henry Kissinger on the National Security Council during the Nixon administration.

Lehman also became a member of the Council on Foreign Relations in 1991 when Rice was on the nominating committee.

Jamie S. Gorelick

Jamie Gorelick, the only female Commissioner, is a partner at Wilier, Cutler & Pickering. Prior to July 2003, Gorelick was vice chair of Fannie Mae.

Gorelick was deputy attorney general of the Justice Department and general counsel of the Department of Defense in the Clinton administration. She is on board of the Carnegie Endowment for International Peace. She is also a member of the Council on Foreign Relations.

Gorelick serves on the Central Intelligence Agency's National Security Advisory Panel and the President's Review of Intelligence.

These intelligence community associations reflect her close ties to CIA director George Tenet. Gorelick’s questioning often attempts to rehabilitate Tenet or the CIA if other Commissioners malign and blame the agency.

The prominent Washington, D.C. law firm, which Gorelick joined last summer while a 9/11 Commissioner, has among its clients alleged financiers of the 9/11 attacks according to a legal suit some victim families have filed.

Philip Zelikow

Philip Zelikow, the Commission’s executive director and its gatekeeper, is rife with conflicts of interest.

An historian, he was a member of the Bush’s Foreign Intelligence Advisory Board. Ret. Gen. Brent Scrowcroft, National Security Advisor in the Ford and Bush 1 administrations and vice chair of Kissinger Associates from 1980-89, chaired the Board.

Zelikow worked with Rice on the National Security Council during Bush 1. After that, they collaborated on a book.

Zelikow was on the Bush-Cheney transition team which helped form the current National Security Council.

The joke going around Washington: "Did he interview himself about his own role in the failures that left us defenseless?"

During the Commission hearings in January, Zelikov reported that the FBI and CIA neglected to tell the airlines to put alleged hijackers who had entered the U.S. on a watch list. He called the situation a “management problem.” When Commissioner Bob Kerrey disagreed with Zelikow, victim families at the hearings applauded.

The Real Deal

It may be that Commissioner James Thompson, former governor of Illinois, from his official bio is the most qualified to serve as a Commissioner. “In 1971, he became U.S. Attorney for the Northern District, where he established a solid reputation for persecuting corrupt public officials.”

CIA

At least four of those named to the Commission and staff have links to the intelligence apparatus.

Several years ago, Zgibniew Brzezinski talked about Operation Cyclone, which he initiated in 1979 at the end of Jimmy Carter’s presidential term. The CIA helped foster Islamic fundamentalism in Afghanistan to destabilize the region because of the Soviet Union -- and oil.

The program continued throughout the 1980's when G.W. H. Bush was vice president and CIA assets like bin Laden and Saddam Hussein directly or indirectly carried out U.S. covert activities and shadow government policies.

The March Commission hearings on counter-terrorism ignored this important information.

Council on Foreign Relations

Another player on the foreign policy scene is the Council on Foreign Relations.

Half of those named to the Commission -- Kissinger, Mitchell, Kean, Hamilton, Lehman, and Gorelick -- are members of the CFR. Rice was on the nominating committee in 1991.

Ellen Mariani has named Peter C. Peterson, chair of the Council since 1985, in her RICO suit (PD #14). As part of the shadow government, the Council has influenced national security policy so that its titular head has profited in arms and oil.

Since 1950, the Council on Foreign Relations has been David Rockefeller’s child. The Council bills itself as a research and educational institution. However, the CFR serves the interests of Rockefeller’s global empire of oil and financial interests (Exxon, Chase Manhattan Bank, JP Morgan Chase).

The two world trade center towers were sometimes called David’s and Nelson’s as the brothers were the driving forces behind the monuments to capitalism.

While the Council has 2,000 to 3,000 members -- movers and shakers in politics, media, and corporate board rooms, the Historical Roosters of Directors and Officers show key CFR players are key players on the global scene: Allen W. Dulles, the first CIA director, was a primary CFR participant from 1927 to 1969; William (McGeorge) Bundy, National Security Advisor in the Kennedy and Johnson administrations and an architect of the Vietnam War, was editor of the Council’s publication, Foreign Affairs, from 1972 to 1984. Others notables include Averill Harriman; Brzezinski; George H.W. Bush; Kissinger; Federal Reserve Chairman Alan Greenspan, and Dick Cheney.

Photos from the CFR 1991 annual report near the end of the first Bush administration portray a snapshot of the Council near the end of the first Bush administration. David Rockefeller’s picture is prominent throughout the report. The cover is a picture of the Council’s headquarters on New York’s upper East side. Other photographs include Cheney in Paris, October 1990; the President of Mexico and David Rockefeller, and Cyrus Vance with the Security General of the U.N. and David Rockefeller. That 1991 meeting was prescient looking at the Gulf and the Future of the U.N.

Another photo is of Ahmed Chalabi, founder and former chair of Petra Bank, at a March 1991 round table discussion on the topic For Democracy in Iraq: the Case of Iraq’s Opposition. Today, Chalabi is leader of the Iraqi political organization and the interim Iraqi government with close ties to the Bush administration. He gave the current Bush administration misleading and fabricated information before the U.S. invaded Iraq last year.

Certainly, any commissioner who wants to eat lunch again in New York or D.C. will avoid rocking the boat of this power group.

Will the Real Commission Stand-Up?

Before Richard Clarke put the Commission, which had labored under a virtual media blackout on the radar screen during the March hearings, former commissioners, activists, and observers criticized the Commission’s dealings.

Former Democratic Georgia Senator Max Cleland was a Commissioner until his disgust with the way the Bush administration undermined the Commission coincided with Senate minority leader Tom Daschle appointing him to the Import Export Bank. Cleland blasted the 9/11 Commission’s deal with the White House restricting access to the President’s Daily Briefings as a sham. “It’s disgusting. America is being cheated,” Cleland insisted.

Kristen Breitweiser, co-chair of September 11th Advocates and founding member of the 9/11 Commission's "Family Steering Committee, said: "If you were to tell me that two years after the murder of my husband that we wouldn't have one question answered, I wouldn't believe it."

Kyle Hence, co-founder of 911CitizensWatch, which monitors the Commission, called it “spineless” and said it was operating under a “dark veil of secrecy and denial.”

Like the Warren Commission, the 9/11 Commission has turned up some information that can help independent investigators piece together the real story. Therefore, it is a mistake to completely dismiss the Commission.

The Commission’s real benefit may be to accumulate a record of those who have misled or lied to the Commission.

Cover-up is another name for obstruction of justice. Perhaps, the 9/11 International Inquiry might consider adding some of these Commissioners to those involved in the cover-up.

Hamilton recently indicated that despite what the evidence showed about the involvement of top Reagan administration officials in Iran Contra, he believed the country could not have survived an impeachment after the Watergate scandal.

One reader wrote about Hamilton’s remarks: “Apparently, living with lies, cover-ups, and corruption to the core is a more healthy way to run a society.”

Hardly. We need to remove those who think and act that way from the Commission and from government and replace such mind sets with those who want the truth and use that Truth to create healing and peace.
